Java has a wider range of more difficult application.It learn.If you know Perl, you can choose at any time anyway.PHP PHP can handle your 'systemcalls' to C, and can handle the amount of resources if XML.There You have a problem, a lot of online tutorials to help you get started, there are many forums to help PHP debugging and support.

Java would definitely not be the language but yes JSP can be an option but still I would go with PHP as I know to an extent PHP but not JSP.Java and PHP have very different uses to achieve optimum efficiency and what one is good for the other may not be.
